Understanding One-Time Costs

Title Transfer Tax (4%): Paid at handover when ownership transfers to you. Calculated on the higher of the contract price or government-assessed value. Some developers cover this as a promotion – confirm in writing.

Admin & Legal Fees: Covers document preparation, title registration, and legal processing. Ranges from $500 for simple transactions to $1,500+ for complex cases or premium legal support.

DHL / Courier: If signing remotely, documents are couriered internationally. Budget $80-$150 for return shipping of signed contracts and title documents.

Furnishing: Most investors furnish for rental. Basic packages ($3-5k) cover essentials. Standard ($5-10k) includes quality furniture and appliances. Premium ($10-20k+) targets high-end tenants.

Annual Ownership Costs

Item Rate Amount
Understanding Annual Costs

TOIP Property Tax: Cambodia’s annual property tax is 0.1% on value above $25,000. For a $100k condo, you pay 0.1% on $75k = $75/year. One of the lowest rates in Southeast Asia.

Management / Service Charge: Covers building maintenance, security, common area cleaning, lift maintenance, and shared utilities. Rates vary: budget buildings $0.80/m², standard $1.00/m², premium $1.25-1.50/m². Paid monthly or quarterly.

Sinking Fund: Reserve fund for major repairs and replacements (lifts, facades, roofing). Some buildings include this in the service charge; others charge separately. We estimate $0.20/m²/month but this varies.

Insurance: Contents and landlord liability insurance. Optional but recommended. Budget $150-$300/year depending on coverage and unit value.

Maintenance & Repairs: We estimate zero maintenance during years 1-2 (covered by developer warranty), then 1% of property value per year from year 3 onwards. This covers appliance repairs, minor fixes, and periodic refurbishment. New buildings with good build quality may need less; older units or high-traffic rentals may need more.

Important

These figures are estimates only. Actual costs depend on the specific building, developer policies, and market conditions at the time of purchase. Service charges, sinking funds, and management fees vary significantly between buildings. Always request a written cost breakdown before signing any contract.

Important Caveats & Disclaimer
  • Estimates only. Actual costs depend on the specific building, developer, and market conditions. Service charges vary significantly between buildings.
  • Does not include purchase price. This calculator shows ownership costs, not the capital required to buy.
  • Maintenance estimated at 1% per year. We assume zero maintenance during years 1-2 (developer warranty period), then 1% of property value annually from year 3 onwards. Actual costs vary by building age, quality, and your standards.
  • Rental income is projected. Actual rental demand, occupancy rates, and achievable rents vary by location, unit type, and market conditions. No vacancy allowance is included – reduce your expected income by 8-15% for a conservative estimate.
  • Capital appreciation is estimated. We use your selected annual appreciation rate to project exit value and total ROI. Actual property values may rise or fall – this is not a guarantee. Historic Phnom Penh appreciation has averaged 4-6% annually but varies by location and market cycle.
  • Letting fees not included. If using an agent, expect 50% of first month’s rent or one month’s rent annually for tenant placement and management.
  • Home country tax not included. You may owe additional tax in your country of residence. Consult a tax advisor.
  • CGT deferred. Cambodia’s 20% Capital Gains Tax has been legislated but repeatedly deferred. Check current status before selling.

Frequently Asked Questions

What rental yields can I expect in Cambodia?

Gross rental yields in Phnom Penh typically range from 6-9% depending on location and property type. BKK1 premium condos achieve 5-7% gross, while emerging areas like Sen Sok or Chbar Ampov can reach 7-10%. Net yields after tax and ownership costs are typically 2-3% lower than gross. Use this calculator to estimate your specific net yield based on actual costs.

Who pays the 4% title transfer tax?

In Cambodia, the buyer typically pays the 4% title transfer tax at handover. This is calculated on the government-assessed value or the contract price, whichever is higher. Some developers may offer to cover part of this cost as a promotion, but this should be confirmed in writing.

What is TOIP property tax?

TOIP (Tax on Immovable Property) is Cambodia’s annual property tax. It’s charged at 0.1% of the property value above a $25,000 threshold. For a $100,000 condo, you’d pay 0.1% on $75,000 = $75 per year. This is one of the lowest property tax rates in the region.

How is rental income taxed in Cambodia?

Rental income is subject to a 10% withholding tax on gross rent. If you use a property management company, they typically handle this deduction and remittance. You may also need to declare this income in your home country. See our ownership costs guide for details on home country tax obligations.

How do I calculate net rental yield?

Net yield = (Annual Rent – 10% Rental Tax – Annual Ownership Costs) ÷ Property Price × 100. Ownership costs include TOIP tax, management fees, sinking fund, insurance, and maintenance. This calculator does this automatically – just enter your figures and we’ll show both gross and net yields.

Are there any taxes when selling?

Capital Gains Tax (CGT) of 20% on profits has been legislated but repeatedly deferred. Currently, most resales are treated as a 4% title transfer (paid by the new buyer). Check current status before selling. Agent commission is typically 3% for resales or 5% for new sales.

What are typical management fees?

Building management fees (service charges) typically range from $0.80 to $1.50 per square metre per month, depending on building quality and amenities. A 45m² condo at $1.00/m² = $45/month or $540/year. Premium buildings with pools, gyms, and 24hr security are at the higher end.

What other costs should I budget for?

Beyond taxes and management fees, budget for: admin/legal fees at handover ($500-$1,500), DHL for documents ($80-$150), sinking fund contributions (varies), furniture if unfurnished ($3,000-$15,000+), and letting fees if renting out (typically 50% of first month’s rent or one month’s rent annually).
