Developer Overview

Singapore-listed developer behind The Bridge and The Peak in Phnom Penh

Oxley Worldbridge is a joint venture between SGX Mainboard-listed Oxley Holdings (Singapore) and Worldbridge Land (Cambodia), chaired by Oknha Rithy Sear. The partnership has delivered two of Phnom Penh's most ambitious integrated mixed-use developments with a combined gross development value of approximately US$1 billion.

Their first project, The Bridge (2018), is a 45-storey twin-tower complex in Tonle Bassac comprising approximately 2,350 units across residential condos, SOHO apartments and integrated retail. Their second, The Peak, is a 55-storey landmark integrating 1,014 residential units, 250 offices, a retail mall and Cambodia's first 300-room Shangri-La Hotel, which opened on 28 December 2024.

The JV also developed The Palms, a luxury villa community on National Road 1. Oxley Holdings has publicly signalled a strategic shift toward developed markets including the UK and Ireland, with reduced focus on emerging markets including Cambodia. All residential units across their Cambodian projects are reported as sold.

Developer Rating Breakdown

Overall: 4.0 / 5.0 Category-defining scale and SGX transparency, offset by significant construction delays on The Peak and a stated strategic shift away from emerging markets. Both projects are now complete, eliminating construction risk.

Delivery Track RecordThe Bridge on time (2018) but The Peak hit major delays
Contractor dispute, court injunction and multi-year delays on The Peak
4.5/ 5.0
Assessment

A mixed delivery record. The Bridge completed on schedule in 2018 and remains Cambodia's largest completed twin-tower residential complex. However, The Peak suffered significant contractor delays. Original main contractor Sino Great Wall International Engineering (SGW) faced financial difficulties, leading to significant project delays. Oxley Gem terminated the contract in October 2019 and appointed replacement contractor China Railway Urban Construction Group (CRUCG). SGW refused to vacate the site, and Oxley Gem obtained a court injunction in February 2020 to regain control of the project.

The Shangri-La Hotel component, originally planned for 2020, did not open until 28 December 2024. While both projects are now complete and construction risk is eliminated for current buyers, the history matters. Oxley settled the SGW dispute in April 2022 after pursuing damages in both Cambodian courts and Singapore arbitration.

Build QualitySingapore construction standards with Shangri-La validation
Premium specification - sky bridges, dual tower amenities, 5-star hotel
4.5/ 5.0
Assessment

Both developments are built to Singapore construction standards, a meaningful differentiator in the Cambodia market. The Bridge features twin 45-storey towers connected by sky bridges with separate amenity decks for residential and SOHO occupants. The Peak integrates residential towers with a 300-room Shangri-La Hotel, the first five-star international hotel brand to operate within a Phnom Penh condominium development.

The Shangri-La's presence effectively validates the build quality. International hotel operators conduct their own structural and safety audits before committing a brand to a building. Interior specification across residential units includes full panel windows, modern fixtures and generous balconies. Communal facilities on levels 13A and 55 of The Peak include dual swimming pools, gym, function rooms, steam rooms and a sky lounge.

Payment FlexibilityCompleted projects - resale market, no construction risk
20% deposit typical - resale market now dominant
4.0/ 5.0
Assessment

With both projects now complete, the purchase process is simplified compared to off-plan. Buyers can inspect finished units, verify build quality in person and begin earning rental income immediately. Original sales used a 20% deposit with progressive staged payments during construction. The resale market now forms the primary transaction channel, with pricing driven by individual seller negotiations rather than developer payment plans.

Some retail unit buyers have reported delays in receiving Guaranteed Rental Return (GRR) payments from the developer. Investors considering retail components should verify the current status of any GRR commitments independently.

Rental PerformancePrime Tonle Bassac with proven rental demand since 2018
5-7% indicative yields - NagaWorld and embassy tenant base
4.0/ 5.0
Assessment

Both projects sit in prime Tonle Bassac, Phnom Penh's strongest rental corridor. The Bridge has been producing rental income since 2018, giving investors a seven-year performance track record. Indicative yields of 5-7% are supported by proximity to NagaWorld, AEON Mall, the Australian and Russian embassies, and the emerging Diamond Island precinct. The corporate expat, embassy staff and casino professional tenant base provides consistent demand.

The Peak's Shangri-La Hotel integration adds a unique rental dynamic. The hotel's presence generates foot traffic for the retail podium and elevates the overall address perception, supporting residential rental premiums. Studios from approximately $80,000 in The Bridge offer accessible entry points with established rental history.

Design & InnovationCategory-defining scale with Cambodia's first 5-star hotel integration
55-storey landmark with Shangri-La, sky bridges and integrated retail
4.5/ 5.0
Assessment

Oxley Worldbridge introduced a scale of development Cambodia had not previously seen. The Bridge was the country's tallest residential complex at completion, with twin towers connected by sky bridges and a five-storey retail podium. The Peak raised the bar again at 55 storeys, integrating residential, commercial, hotel and retail into a single mixed-use landmark visible across the Phnom Penh skyline.

The Shangri-La Hotel integration is a genuine first for Cambodia. The tri-tower complex features French Art Deco and Khmer-influenced interiors, dual sky decks with infinity pools on levels 13A and 55, and Altitude, Cambodia's highest rooftop bar. The SOHO concept introduced at The Bridge was also a market first, allowing live-work units that attracted small businesses and representative offices.
